The Service we Provide

We provide over 1,730 litter bins on streets throughout the borough. All bins are emptied regularly by Streetpride's cleansing team.

The Council has a duty to keep the streets clean. Clean streets and public areas help to improve the quality of the local environment for residents and give a good impression of neighbourhoods to visitors and potential investors. Streetpride helps to keep local environments tidy by removing litter and sweeping roads.

Street cleansing is undertaken by a litter picking by hand or by specially designed machines. Road channels are swept by mechanical road sweepers. This service costs £1.5 million per year. We can all help by taking responsibility for our own litter and by considering that dropping litter or throwing it from vehicles is unhelpful as well as being an offence for which culprits can be pursued and fined.

The Service you can Expect

Most of the street cleansing in Rotherham is frequency-led. Cleansing frequencies may vary between areas according to local factors, such as the amount of pedestrian and traffic activity, the type of commercial activity, the proximity of schools and the amount of litter.

As a minimum, the channels of all roads are swept mechanically at least four times a year. Streetpride has a detailed Street Cleansing Policy document that specifies how street cleansing resources are prioritised.

In addition to the above, we aim to:

  • Empty a litter bin which is overflowing on the highway within 4 hours of notification on working days.
  • Remove drug litter within 2 hours on a 24/7 basis.
  • Clear spillages and debris from traffic incidents on the highway within 4 hours of reporting.
  • Remove dead animals from traffic incidents on the highway as soon as practicable.
  • Engage local communities in initiatives such as community clear-ups.

The Service We Achieve

We monitor how well we are achieving the targets we set and our performance against national performance indicators by a system of both routine and random inspections.

Routine inspections help to identify areas that may have fallen below an acceptable standard so that we can put things right.

Random inspections form part of a national indicator, called BVPI199, designed to take a snapshot of a particular area at a particular time and to record the level of cleanliness found. The information is used to record how we compare with other areas nationally.

Both inspection regimes use similar inspection criteria although BVPI199 includes for the recording of aspects of the environment other than just litter. With regard to litter, areas are classified according to their prominent type of use, for example retail, social housing etc. Standards of cleanliness are then applied to those areas using a grading system A, B, C or D, with Grade A representing an area clear of litter, Grade B indicating some litter present but at an acceptable level. Remedial action is usually only taken for sites that fall below Grade B.

In December 2006, Streetpride’s Street Cleansing Service was judged by the Association of Public Service Excellence (APSE) against criteria of cost, quality and customer satisfaction and improved on the previous year's performance by being recognised the top service performer in Britain. Continuing high performance in 2007 was again recognised with the service shortlisted as contenders for both best performing service as well as the most improved.

The BVPI199 for litter and detritus saw Streetpride’s Performance Indicator fall slightly from a score of only 7.5% of sites inspected falling below grade B, to a score of 8.0% for the year 2007 /08.

Customer satisfaction with the cleanliness increased from 58% in 2004/05 to 65% in 2006/07.

Performance against local performance targets has also continued to improve with good performance in driving down fly-tipping and graffiti.
